  1. Melt the butter with the olive oil in a large skillet over medium heat. Add the sliced onions and 0.75 tsp of the kosher salt, stir to coat, then cover and cook 5 minutes to sweat.
  2. Uncover and cook, stirring every few minutes and adjusting heat to prevent scorching, until the onions are deep golden brown and jammy, 30–40 minutes. If the pan dries, add 1–2 tbsp water to dissolve browned bits.
  3. Stir in the minced garlic and cook until fragrant, about 1 minute. Add the lemon juice, scrape up any browned bits, then remove from heat. Let the onions cool to room temperature, about 20 minutes; finely chop the caramelized onions for even distribution.
  4. In a medium bowl, whisk together the sour cream, mayonnaise, onion powder, black pepper, and the remaining 0.5 tsp kosher salt until smooth.
  5. Fold the cooled chopped onions and the chives into the sour cream mixture until evenly combined.
  6. Cover and refrigerate 2–24 hours to allow flavors to meld. Stir and serve chilled with potato chips.
